陈永定元年（557年）置，属电白郡（1）。治所即今广东省高州县东北高州水库中（2）。祯明三年（589年）改名良德县（3）。

（1），《隋书》卷31?地理下?永熙郡?良德县：“陈置，曰务德，后改名焉。”（北京，中华书局，1973年，3册，883页）。作陈永定元年置。据注（2），属电白郡。
（2），《太平寰宇记》卷161?高州?电白县：“梁置电白郡，隋为县。”“废良德县，在旧州西北三十七里。”（金陵书局，光绪八年刊本，29册）。旧州治即今广东省高州县东北旧城村。宣统元年《广东地舆全图》茂名县图：县东北有良德墟。（台湾，成文出版社《中国方志丛书》第108号）。当是务德县故址。今在高州水库北部。
