唐天宝元年（742年）以乐城县改名，属康州（1）。治所即今广东省德庆县东悦城镇（2）。宋开宝五年（972年）省入端溪县（3）。

（1），《元和郡县图志》卷34?岭南道?康州：“晋末于此置晋康郡。隋开皇十二年省晋康郡，以所领县属端州。大业三年罢州为信安郡。隋末陷贼，武德四年讨平萧铣，五年置康州。”管县四：端溪；悦城，本汉端溪县地，宋于此置乐城县，属端州。武德五年改属康州，天宝元年改名悦城；都城；晋康。（北京，中华书局，1983年，下册，898页）。按：康州，《唐书》、《寰宇记》作南康州，贞观十二年改名康州，从之；《旧唐书》、《寰宇记》作武德五年改名，不从。
（2），《嘉庆一统志》卷448?肇庆府?古迹?悦城废县：“在德庆州东。…天宝元年改名悦城…开宝五年省入端溪。今为悦城镇。”（《四部丛刊续编》，商务印书馆，1934年，167册）。今广东省德庆县东悦城镇。
（3），《宋史》卷90?地理六?广南东路?广州?德庆府：“本康州。开宝五年，废州及晋康、悦城、都城并入端溪，以隶端州。（北京，中华书局，1977年，7册，2236页）。",
