刘宋元嘉六年（429年）置，属新会郡（1）。治所即今广东省新会县西南天湖村（2）。齐以后因之（3）。隋开皇十年（590年）废入封平县（4）。

（1），《宋书》卷38?州郡四?广州?新会太守：“晋恭帝元熙二年，分南海立。《广州记》云：‘永初元年，分新宁立，治盆允。’未详孰是。”“初宾令，何志新立；义宁令，何志新立；始康令，何志新立。”（北京，中华书局，1974年，4册，1198页）。据《元和志》义宁为宋元嘉六年置，始康县据此也作宋元嘉六年置。
（2），《读史方舆纪要》卷101?广州府?新会县：“始康废县，在县西南。刘宋元嘉中置，属新会郡。齐梁因之。随开皇十年，废入封平县。”（北京，中华书局，1955年，5册，4181页）。据此，姑定始康县于今广东省新会县西南天湖村。
（3），《南齐书》卷14?州郡志上?广州?新会郡，领有“盆允、新夷、封平、初宾、封乐、义宁、新熙、永昌、始康、招集、始成”等十一县。（北京，中华书局，1972年，1册，264页）。
（4），《隋书》卷31?地理下?南海郡：“旧置广州，梁陈并置都督府。平陈置总管府。仁寿元年置番州，大业初府废。”义宁县：“开皇十年废新夷、初宾二县入；又有始康县，废入封平。大业初又废封平入焉。”（北京，中华书局，1973年，3册，881页）。",
