唐天宝十四年（755年）置，属南陵郡，乾元元年属春州（1）。治所即今广东省阳春县西南八甲镇（2）。宋开宝六年（973年）废入阳春县（3）。

（1），《旧唐书》卷41?岭南道?春州：“隋高凉郡之阳春县。武德四年，平萧铣置春州。天宝元年，改为南陵郡。乾元元年，复为春州。”罗水县：“天宝后置。”（北京，中华书局，1975年，5册，1718页）。据《寰宇记》，天宝末置。
（2），《嘉庆一统志》卷447?肇庆府?古迹?罗水废县：“在阳春县西北。…《寰宇记》开宝六年省入阳春。在县西南九十里。”（《四部丛刊续编》，商务印书馆，1934年，167册）。宣统元年《广东地舆全图》阳春县图：县西南有罗水，至铁黎寨与福禄河汇合，罗水县当在今铁黎寨近旁的八甲镇。据此定罗水县于今阳春县西南八甲镇。（台湾，成文出版社《中国方志丛书》第108号）。
