唐武德四年（621年）分新兴县置，属新州（1）。治所在今广东省新兴县南上流村（2）。天宝元年属新兴郡（3）。乾元元年（758年）废（4）。

（1），《唐书》卷43上?地理7：“新州新兴郡，本新昌郡，武德四年以端州之新兴置。县二：新兴，武德四年析置索卢、新昌、单碟、永顺四县，后省新昌、单碟，乾元后又省索卢。永顺。”（北京，中华书局，1975年，4册，1098页）。
（2），《嘉庆一统志》卷447?肇庆府一?古迹?索卢废县：“在新兴县南。《隋书?地理志》新兴县有旧索卢县，大业初废入。盖梁陈间所置也。唐武德四年复置，属新州，乾元后省入新兴。旧志，在县南三十里下卢村，旧址犹存。”（《四部丛刊续编》，商务印书馆，1934年，167册）。宣统元年《广东地舆全图》新兴县图：县南三十里有上卢村，即今广东省新兴县南上流村。（台湾，成文出版社《中国方志丛书》第108号）。下卢村当在今上流村附近，姑定于今上流村。
（3），《旧唐书》卷41?岭南道?新州：“隋信安郡之新兴县。武德四年，平萧铣置新州。天宝元年，改为新兴郡。乾元元年，复为新州。”新兴县：“汉临允县，属合浦郡。晋置新宁郡，梁置新州。”（北京，中华书局，1975年，5册，1718页）。
