齐建元元年（479年）置，属乐昌郡（1）。治所无考，姑定于今广东省四会县罗源镇（2）。隋开皇十年（590年），郡废，县改属广州，仁寿元年（601年）属番州，大业三年（607年）废入四会县（3）。

（1），《南齐书》卷14?州郡志上?广州?乐昌郡：“始昌，乐山，宋元，义立，安乐”。（北京，中华书局，1972年，1册，265页）。作齐建元元年置。
（2），县治故址无考。据其并入四会县，故址当在四会县境内，姑定今广东省四会县罗源镇。
（3），《隋书》卷31?地理下：“南海郡，旧置广州，梁陈并置都督府。平陈，置总管府。仁寿元年置番州，大业初府废。”四会县：“旧置绥建郡，又有乐昌郡。平陈，二郡并废。大业初又并始昌县入焉。”（北京，中华书局，1973年，3册，880-881页）。《嘉庆一统志》卷447?肇庆府?古迹?始昌废县：“在四会县北。宋置乐昌郡，治乐昌县。领始昌，宋元，乐山，安乐等县。齐省乐昌，移郡治始昌，仍领三县，增置义立县。隋平陈郡废，大业初并省入四会。”（《四部丛刊续编》，商务印书馆，1934年，167册）。作大业三年废入四会县。",
