宋文帝元嘉元年（424年）置，为南海郡治（1）。治所即今广东省广州市（2）。齐因之（3）。梁天监元年（502年）废（4）。

（1），《宋书》卷38?州郡四?广州?南海太守：“熙安子相，文帝立。”（北京，中华书局，1974年，4册，1190页）。元嘉四年已有熙安县，今作文帝元嘉元年置，与番禺县同为南海郡附郭县。
（2），《嘉庆一统志》卷442?广州府二?古迹：“熙安废县，在番禺县东。宋文帝置，属南海郡。《宋书?符瑞志》元嘉四年，甘露降南海熙安，即此。齐因之，后废。”（《四部丛刊续编》，商务印书馆，1934年，164册）。
（3），《南齐书》卷14?州郡志上：“广州，镇南海。”南海郡领县十三，首县“番禺。”次县“熙安。”（北京，中华书局，1972年，1册，262页）。
