东晋咸和六年（331年）置，属南海郡，刘宋升明二年（478年）度属东官郡，齐因之，梁属梁化郡（1）。治所在今广东省惠州市东北芦洲（2）。陈祯明二年（588年）废（3）。

（1），《宋书》卷38?州郡4?广州：“东官太守，何志故司盐都尉，晋成帝立为郡。《广州记》，晋成帝咸和六年，分南海立。领县六”首县宝安，末县“欣乐男相，本属南海，宋末度。”（北京，中华书局，1974年，4册，1199页）。“宋末度”，刘宋于升明三年四月亡，作刘宋升明二年（478年）度属东官郡。《南齐书?州郡志》东官郡领有欣乐县。《元和郡县图志》卷34?岭南道?循州：“本秦南海郡地，汉平南越，复置南海郡，今州即汉南海郡博罗县也。梁置梁化郡，隋开皇十年于此置循州。”（北京，中华书局，下册，892页）。
（2），《元和郡县图志》卷34?岭南道?循州?归善县：“归善故城，在县东北七十里。”（北京，中华书局，下册，893页）。唐归善县治即今广东省惠州市，其东北七十里，相当今惠州市东北芦洲镇。据《舆地纪胜》惠州归善县引《祥符图经》云：‘本晋欣乐县地，陈祯明三年改为归善。’归善县以故欣乐县改置。故欣乐县故城当在今广东省惠州市东北七十里，相当今芦洲镇。《舆地纪胜》谓欣乐城在归善县南一百五十里，《一统志》已辨其误，不从。
（3），《舆地纪胜》惠州归善县引《祥符图经》云：‘本晋欣乐县地，陈祯明三年改为归善。’（北京，中华书局，1992年，4册，3077页）。陈于祯明三年正月亡，乾隆《归善县志》作祯明二年欣乐县废，《一统志》作陈末废，今从乾隆志。",
