《读史方舆纪要》卷103?潮州府?饶平县：“本海阳县地，地名三饶，滨海倚山，习俗彪悍，为盗贼薮。成化十四年，督臣朱英奏置今县，治于下饶。”（北京，中华书局，1955年，5册，4280页）。
《嘉庆一统志》卷445?潮州府?建置沿革?饶平县：“明成化十四年析置饶平县，属潮州府。本朝因之。”古迹?中饶堡：“今饶平县治。本海阳县地，东曰上饶、西曰下饶，通名曰三饶，…。明成化十四年，总督朱英奏析弦歌、宣化、信安、隆眼城、滦洲、清远、秋溪、苏湾八都，置饶平县，治弦歌都之中饶堡。”（《四部丛刊续编》，商务印书馆，1934年，166册）。
据《明史》作成化十二年置县，治三饶。
（2），据注1，治三饶。宣统元年《广东地舆全图》饶平县图（台湾，成文出版社《中国方志丛书》第108号），饶平县治即今广东省饶平县西北三饶镇。
（3），《中华民国行政区划简表》11?广东省：潮安县，“旧海阳县（旧潮州府附郭首县）。民国三年一月裁府留县并改名。”有饶平县。（内政部编，商务印书馆，1947年，76页）。",
