明洪武九年四月甲午（1376.4.29）降全州府置，原全州府附郭清湘县并入。⑴治所即今广西壮族自治区全州县。属永州府。明洪武二十七年八月壬申（1394.8.31）往属广西桂林府。全州至清末不改。
⑴《明史》卷45《地理六》：“全州，元全州路，属湖广道。洪武元年为府。九年四月降为州，省州治清湘县入焉，属湖广永州府。二十七年八月来属（桂林府）。”（中华书局1974年点校本，4册，第1149页）
一作洪武二十四年。弘治《永州府志》卷1《建置沿革》：“皇明改为永州府，辖州二县八。洪武二十四年改全州清湘、灌阳属桂林府。今领州一县六。”（上海书店，《天一阁藏明代方志选刊续编》，第64册，第25页）
