明洪武九年四月甲午（1376.4.29）降澧州府置，属常德府，原澧州府附郭澧阳县并入。治所即今湖南澧县驻地。⑴洪武三十年三月己未（1397.4.4）改属岳州府。⑵领安乡、石门、慈利3县。治所即今湖南省澧县。清雍正七年十一月己卯（1729.12.28）升为直隶州。⑶
⑴《大明清类天文分野之书》卷19：“元至元十二年立安抚司，十四年改为澧州路。元贞末徙治于新城。本朝甲辰年改为府。洪武九年复旧治。九年改为州，属常德府。”
⑵《明太祖实录》卷251：洪武三十年三月，“己未，以常德府澧州隶岳州府。”（台湾中研院历语所校印本，第5册，第3629页）
《明史》卷44《地理五》：澧州，洪武“九年四月降为州，以州治澧阳县省入，属常德府。三十年三月来属。”（中华书局1974年点校本，4册，第1080页）
一作洪武二十九年。弘治《岳州府志》卷1《沿革志》：“洪武二十九年，以常德府所属澧州并石门、慈利、安乡隶府。”（上海书店，《天一阁藏明代方志选刊续编》，63册，第44页）隆庆《岳州府志》卷1《郡邑纪》同。
⑶《世宗实录》卷88：雍正七年十一己卯（1729.12.28），“户部等衙门议覆，原任湖南巡抚王国栋疏言岳州府属之澧州，距府辽远，请升为直隶州，将安乡、石门、慈利三县并将九溪、永定二卫改为一县，俱归澧州管辖。”（中华书局，《清实录》，第8册，第182页）",
