唐武德四年（621年）复置，⑴治所在今湖南祁阳县驻地浯溪镇西老山湾。⑵属永州。贞观四年（627）废。
⑴《旧唐书》卷40《地理三》：“祁阳……武德四年，复分置，移于今治。贞观元年省，四年又置。”（5册，1616页）
⑵嘉庆《清一统志》卷371《永州府二》：“祁阳故城……唐武德四年复置。《九域志》：县在州北一百里，此唐旧址也。《县志》：旧城在今县东南，俯临大江，元时屡以江涨淹圯。明景泰中，移于东北高阜。即今治。”（137册，1页）",
