隋开皇十八年（598），以安南县改名。⑴因古华容县得名。治所即今湖南华容县驻地城关镇东北部章华台。属岳州。大业初，属罗州。⑵大业三年（607）属巴陵郡。⑶大业十年（614）移治今华容县驻地（本城内迁治，不另单列）。⑷垂拱二年（686），因犯武氏讳，更名容城县。⑸

一说大业三年改名。《元和郡县志》卷27《江南道三》：“隋开皇九年改为岳州，大业三年为罗州。武德六年，复为岳州。”（中华书局，第656页）
按：据《隋书》卷3《炀帝本纪上》：大业三年四月“壬辰，改州为郡。”（北京，中华书局，1973年汪绍楹等校点本，1册，67页）则《元和志》云大业三年改岳州为罗州有误。现以大业元年（605）为改名之时间。
