明洪武三年（1370）降平江州置。⑴治所即今湖南省平江县。属岳州府。洪武九年四月甲午（1376.4.29）属岳州直隶州。⑵洪武十四年正月戊子（1381.1.27）复属岳州府。⑶至清末未变。⑷

一作洪武二年。《大明清类天文分野之书》卷19：“元元贞元年升为平江州，属岳州路。本朝洪武二年改为平江县，仍属岳州府。”
