唐长安四年（704）移治今麻阳苗族自治县驻地高村镇西锦和西四里处。为锦州治。天宝元年（742）为卢阳郡治，乾元元年（758）复为锦州治。⑵约五代初废。⑶
⑴《元和郡县图志》卷30《江南道六》：“锦州，卢阳。……长安四年移于伏溪水湾典中置，即今理是。惟东面平地，余三面并临溪岸。”又：“卢阳县，中下。郭下。垂拱三年与州同置，在卢水口，因以为名。长安四年移于今理。”（北京，中华书局，749页）
嘉庆《清一统志》卷369《沅州府二》：“锦州故城在麻阳县西四里。唐置。五代时为蛮地，废为砦，宋省入麻阳县。”（136册，1页）
⑵《旧唐书》卷40《地理三》：“天宝元年，改锦州为卢阳郡。乾元元年，复为锦州。”（北京，中华书局，5册，1622页）
