五代晋时，彭氏所置土州。⑴治所在今湖南永顺县驻地灵溪镇西南。⑵宋代为羁縻州。⑶元代改为南渭州。⑷
⑴《复溪州铜柱记》有“知渭州军州事覃允赞”题名，是五代时当有渭州土州。
谢华编著《湘西土司辑略》认为“彭氏所建各州，是在天福前或后，无可考”（中华书局，第31页），现暂作立约之年置各土州。
⑵嘉庆《清一统志》卷372《永顺府》：“南渭废州在永顺县西。五代时蛮置。宋为羁縻州，属荆湖路。元属新添葛蛮安抚司，后废。”（137册，10页）
渭州、南渭州的治所，总志大多无详细记载，民国《永顺县志》之总图中有“南渭州”，在县西南，不知何据。现暂据《中国历史地图集》第六册第27-28页“渭州”定点。
⑶《宋史》卷卷493《西南溪峒诸蛮传上》：“元祐三年，罗家蛮寇钞，诏召仕诚及都头覃文懿等至辰州约敕之。是年，知誓下保顺州彭儒武、知永顺州彭儒同、知谓州彭思聪、知龙赐州彭允宗、知蓝州彭士明、知吉州彭儒崇，各同其州押案副使进奉兴龙节及冬至、正旦溪布有差。”（北京，中华书局，40册，14180页）
⑷《元史?地理志》有南渭州。因无具体年份可考，暂作至元14年（1277）改。",
