明洪武元年（1368）改保靖州军民安抚司置。⑴治所在今湖南保静县驻地迁陵镇。⑵洪武六年（1373）十二月升为军民宣慰使司。⑶
⑴⑶《明史》卷44《地理五》：“保靖州军民宣慰使司，元保靖州，属新添葛蛮安抚司。太祖丙午年二月置保靖州军民安抚司。洪武元年九月改宣慰司。六年十二月升军民宣慰使司，直隶湖广行省，寻改属都司。”（北京，中华书局，4册，1100页）
⑵嘉庆《清一统志》卷372《永顺府》：“五代时，蛮置保靖州。宋为羁縻保静州，属荆湖路。元改静为靖，属葛蛮安抚司。明初置保靖州安抚司，洪武六年升保靖军民宣慰使司，属湖广都司，领五砦、篁子坪二长官司。本朝雍正七年改置保靖县。”（137册，2页）
《湖南省志》第2卷《地理志（修订本）》：“宋为羁縻保静州。元改静为靖，属新添葛蛮安抚司。明初，置保靖州安抚司。洪武六年（公元1729年），升安抚司为保靖军民宣慰使司。清雍正七年（公元1373年）改置保靖县。”（湖南人民出版社，695页）",
