清雍正七年五月戊午（1729.6.10）置。⑴治所在今湖南永顺县驻地灵溪镇。⑵为永顺府附郭县。至清末未变。⑶
⑴《世宗实录》卷81：雍正七年五月戊午，“吏部议覆湖广总督迈柱疏：言湖南保靖、桑植、永顺三土司新经改土为流，请于永顺东南之旧司治、西北之江西寨各设知县一员、典史一员，田家峒、施溶州、隆头地方各设巡检一员，其永顺原设大喇司巡检应裁。保靖之旧司治设知县典史各一员，张家坝设巡检一员，其保靖原设同知应裁。桑植以南原属九溪卫之安福所，应归并桑植合为一县，添设知县、典史各一员。……寻定，永顺新设府曰永顺府，永顺东南新设县曰永顺，西北新设县曰龙山，保靖新设县曰保靖，桑植新设县曰桑植。”（中华书局，《清实录》，第8册，第68-69页）
⑵嘉庆《清一统志》卷372《永顺府》：“在旧永顺司治西北三十里岢场地，周五里有奇，门五，三而有河。雍正七年筑，永顺县附郭。”（137册，3页）
《湖北省志》第2卷《地理志（修订本）》第2篇《沿革》：“宋为永顺州。治所在今治东南30里旧司城。……明为永顺军民宣慰使司治。清雍正七年（公元1729年）置永顺县，迁今治。
