清雍正四年十一月丙午（1726.12.11）置。⑴治所在今湖南永顺县驻地灵溪镇东南老司城。⑵属辰州府。雍正七年五月戊午（1729.6.10）废。⑶
⑴嘉庆《清一统志》卷372《永顺府》：“雍正四年，设永顺、保靖二同知隶辰州府、桑植同知隶岳州府。”（137册，1页）
⑵嘉庆《清一统志》卷372《永顺府》：“在旧永顺司治西北三十里岢场地，周五里有奇，门五，三而有河。雍正七年筑，永顺县附郭。”（137册，3页）
《湖北省志》第2卷《地理志（修订本）》第2篇《沿革》：“宋为永顺州。治所在今治东南30里旧司城。……明为永顺军民宣慰使司治。清雍正七年（公元1729年）置永顺县，迁今治。
