北宋熙宁五年（1072）置。⑴治所即今湖南新化县驻地上梅镇。属邵州。南宋宝庆元年（1295）属宝庆府。⑵元至元十四年（1277）属宝庆路。⑶明洪武元年（1368）属宝庆府。⑷至清末未变。⑸
