元至元十三年（1276），地入元，迁治今湖南江永县驻地潇浦镇。⑴属道州。至元十四年（1277）属道州路。⑵明洪武元年（1368）属道州府。⑶明洪武九年四月甲午（1376.4.29）属永州府道州。⑷清康熙后属永州府。⑸至清末未变。⑹
⑴康熙《永州府志》卷9《古迹志》：“旧县城，在今县南。”（书目文献出版社，《日本藏中国罕见地方志丛刊》，第249页）
嘉庆《清一统志》卷371《永州府二》：“永明故城，在今永明县南。唐初所置永阳县也。《旧唐书?地理志》：武德四年，于郭内置营道县，乃移永阳于州西南一百十里。贞观八年，省入营道。天授二年，复析营道置。天宝元年，改曰永明。《宋史?地理志》：熙宁五年省为镇，入道州。元祐元年复置。《县志》：永明县故址，在今县西白塔山后，又移治潇江之南。有城周一里有奇。元时移今治。”（《四部丛刊续编》，商务印书馆，1934年，137册，2页）。
⑵明?宋廉等：《元史》卷63《地理六》：“道州路，下。唐为南营州，复改道州，复为江华郡。宋仍为道州。元至元十三年，置安抚司。十四年，改道州路总管府。”（中华书局，1976年校点本，第5册，第1529页）
⑶《明史》卷44《地理五》：“道州，元道州路，属湖南宣慰司。洪武元年为府。九年四月复降为州，以州治营道县省入，来属（永州府）。”（中华书局1974年点校本，4册，第1090页）
