北宋元祐元年（1086）析营道县复置。⑴治所即今湖南江永县潇浦镇消江南侧。属道州。元至元十三年（1276），迁治消江北。⑵
⑴《宋会要辑稿》方域六：“永明县，熙宁五年废为镇，隶营道县。元祐元年复。”（中华书局，第8册，第7420页）

一作元祐二年。《舆地纪胜》卷58《荆湖路》：“《国朝会要》云：熙宁五年省永明县为镇，入营道。元祐二年复置。”（中华书局。第3册，第2092页）

嘉庆《清一统志》卷371《永州府二》：“永明故城，在今永明县南。唐初所置永阳县也。《旧唐书?地理志》：武德四年，于郭内置营道县，乃移永阳于州西南一百十里。贞观八年，省入营道。天授二年，复析营道置。天宝元年，改曰永明。《宋史?地理志》：熙宁五年省为镇，入道州。元祐元年复置。《县志》：永明县故址，在今县西白塔山后，又移治潇江之南。有城周一里有奇。元时移今治。”（《四部丛刊续编》，商务印书馆，1934年，137册，2页）。
