唐天宝元年（742）改永阳县置。⑴以永明岭得名。治所在今湖南江永县驻地潇浦镇西北白塔山。⑵属道州。北宋熙宁五年（1072）省入营道县，为镇。⑶
⑴晋?刘昫：《旧唐书》卷40《地理三》：“永明，隋改汉营浦县为永阳，置道州。后州郭内置营道县，乃移永阳之名于州西南一百一十里置。贞观八年省，地入营道。天授二年，复析营道置。天宝元年，改为永明县。”（中华书局，第5册，第1617页）
宋?欧阳修：《新唐书》卷41《地理五》：“永明，中。本永阳，贞观八年省入营道，天授二年复置，天宝元年更名。”（中华书局，1975年校点本，第4册，第1072页）
