明景泰元年十二月甲戌（1451.1.6）徙治于县东（今湖南祁阳县驻地浯溪镇）。⑴属永州府。至清末未变。⑵
⑴《明英宗实录》卷199：景泰元年十二月甲戌，“徙湖广祁阳城于县治之东，以避水患。从右都御史李实奏也。”（台湾中研院历语所校印本，第18册，第4221页）
弘治《永州府志》卷1《城池》：“祁阳城，元时旧城在县治东南，临大江。因水涨淹废，圣朝景泰元年苗寇临封，巡抚李都宪实请筑城于县治东北高阜之地。成化甲午，巡抚刘都宪敷以城隘陋，不足以荣民众，殿宽基址，用石包砌。”（上海书店，《天一阁藏明代方志选刊续编》，第64册，第40页）
