北宋崇宁五年（1106）置。治所在今湖南绥宁县驻地长铺镇西南在市苗族侗族乡驻地寨市（在市）。属武冈军。⑴南宋绍兴十一年（1141）移治武阳寨。⑵
⑴《舆地纪胜》卷62《荆湖南路》：“徽宗朝以武冈县疆境阔，户口繁，可为军，以制溪洞，乃敕以军为武冈，县曰临冈（崇宁四年）。既而城下县复名武冈，而益以绥宁、临冈二县隶焉（崇宁五年）。”（中华书局，第3册，第2163页）据此，当在崇宁五年置。
《文献通考》卷319《舆地五》：“武冈军，本唐邵州武冈县（隋为武攸县），崇宁五年升为军，以莳竹分为绥宁、临冈二县，隶焉。属荆湖南路。”（第2509页）
一作崇宁元年。《舆地纪胜》卷62《荆湖南路》：“绥宁县，按《舆地广记》载，旧名莳竹县，为下县。在军西一百五十里。《国朝会要》云：元溪洞徽州之地。元丰四年诏以其地建莳竹县，隶邵州。都梁志云：寻罢。崇宁元年复置县，赐名绥宁。”（中华书局，第3册，第2164页）
一作崇宁九年置。元?脱脱：《宋史》卷88《地理四》：“绥宁，中。本邵州莳竹县地。熙宁九年废，崇宁九年复。”（中华书局，1977年校点本，第7册，第2197）按：北宋崇宁只有五年，“九”或为“元”字之误。
⑵《宋会要辑稿》方域六：“绍兴十一年九月一日，荆湖南路安抚转运提刑司言乞将武冈军绥宁县移入武阳寨为县，却移武阳寨入扶丛置寨。从之。”（中华书局，第8册，第7420页）
