北宋元祐五年（1090）析沅州渠阳寨置。⑴治所在今湖南靖州苗族侗族自治县渠河东岸。为诚州治。北宋崇宁二年（1103）改名永平县。⑵
⑴元?脱脱：《宋史》卷88《地理四》：“元祐五年，复以渠阳寨为诚州。……县三：永平，下。本渠阳县，崇宁二年，改名，绍兴八年，移入州。”（中华书局，1977年校点本，第7册，第2197页）。按：复置诚州时，当同时复置渠阳军。
⑵《舆地纪胜》卷72《荆湖北路》：“永平县……《国朝会要》云：崇宁二年改为永平，绍兴八年移入州城，建县。”（中华书局，第3册，第2417页）",
