清乾隆二十一年四月丁未（1756.5.8）析衡阳县地置⑴。为衡州府治所，驻地即今湖南省衡阳市城。至清末未变。
⑴《高宗实录》卷510：干隆二十一年四月丁未，“吏部等部议覆湖南巡抚陈宏谋等疏称，衡州府属衡阳县，地广民稠，讼案繁多，查该府同知、通判同城，同知止司捕务，应裁并通判管理。即于府城内添设知县一员，分管东南两乡一切钱粮。新县衙署，即以久裁推官署基移盖。旧有司狱应并裁，改设新县典史。……从之。寻定新县名为清泉县。”（中华书局，《清实录》，第15册，第446-447页）
