唐武德四年（621）析益阳县地置。⑴治所即今湖南宁乡县驻地城关镇。属潭州。武德七年（624）废入益阳县。⑵
⑴《旧唐书》卷40《地理三》：“武德四年，分置新康县。七年，省入。”（北京，中华书局，5册，1613页）
⑵《舆地广记》卷26《荆湖南路》：“中，宁乡县，吴新阳县地，晋太康元年改为新康，属衡阳郡。宋以后因之。隋平陈，省入益阳县。唐武德四年复置，七年又省。皇朝太平兴国二年析长沙置。”（丛书集成初编本，4册，267页）",
