唐圣历元年（698）析攸县置。⑴治所即今湖南茶陵县驻地城关镇。⑵属衡州。五代、北宋因之。宋属衡州。南宋绍兴九年（1139）兼属茶陵军。⑶元至元十九年（1282）升为州，⑷直隶湖广行省湖南道宣慰司。
⑴《旧唐书》卷40《地理三》：“茶陵，汉县，属长沙国。隋废。圣历元年，分攸县置。”（北京，中华书局，5册，1614页）
《新唐书》卷41《地理五》：“茶陵，中。圣历元年析攸因故县复置。”（北京，中华书局，4册，1071页）
⑵宋本《太平寰宇记》卷115《江南西道十三》：“又按《图经》云：茶陵者，所谓陵谷名焉。今攸县东一百四十里茶陵故城，是汉为理所，俗名茶王城。隋平陈省，以城入湘潭县。唐武德四年，又于故城立云州，仍立茶陵县。贞观九年省州并县。圣历元年又置为县，即今理也。”
⑶《建炎以来系年要录》卷127：绍兴九年三月癸卯，“升衡州茶陵县为军，以知县兼军使。县当江西、湖南境上，其地方二千余里，皆深山大泽。在唐尝为云州。至是，湖南诸司言：比年寇盗多，民不安业，请建为军。故有是命。”
