隋大业末萧铣置。⑴治所在今湖南宜章县驻地城关镇西南黄沙堡。⑵属桂阳郡。唐武德四年（621）属唐，改属郴州。⑶武德七年（624）废。
⑴《旧唐书》卷40《地理三》：“义章，大业末，萧铣分郴置。武德七年省，八年复置。长寿元年，分义章南界置高平县。开元二十三年，废高平，仍移义章治高平废县。”（北京，中华书局，5册，1618页）
《隋书》卷：开皇十三年（617）冬十月，“罗令萧铣以县反，鄱阳人董景珍以郡反，迎铣于罗县，号为梁王，攻陷傍郡。”
按：萧铣置县暂作隋大业十四年（义宁二年）、唐武德元年（618）。
⑵康熙《郴州总志》卷1《封域》：“萧铣据郴州，析郴南界为义章县，治在永福乡下村，以县有大章、小章二水，故名。”（国家图书馆分馆编：《清代孤本方志选》，线装书局，107页）
《湖南省志》第2卷《地理志（修订本）》第2篇《沿革》：“县治在今治西南95里的黄沙堡。明初因防粤境土人起事，筑黄沙堡城。（见民国《宜章县志》）”（湖南人民出版社，上册，915页）
按：《湖南省普通地图集》宜章县西南有黄沙堡，相对位置在《湖南省地图册》黄沙镇（黄沙圩）南侧。
