唐永泰元年（765年）分休宁县地置。属歙州。①治所在今安徽屯溪市西隆阜。②大历四年（769年）省入休宁。③
①《新唐书》卷41《地理志五》歙州休宁：“永泰元年，盗方清陷州，州民拒贼，保于山险，二年贼平，因析置归德县。大历四年省。”
②《清嘉庆一统志》37册，卷112《徽州府一·古迹》：“归德废县，在休宁县东南。……按《唐志》、《新安志》皆云在休宁。《寰宇记》云：在郡西南五十里。考郡西南五十里，实休宁县地。则归德之由休宁析置无疑。”今确址无考。今按歙县西南五十里、休宁东南方向定于今屯溪市西隆阜。（《安徽省地图册》，安徽省测绘局编，福建省地图出版社，1984年）
