南朝宋文帝元嘉年间置，治所在今江苏江阴市西璜土东侧。隋开皇九年（589）平陈废。
东晋元帝初置，为侨县。南朝宋文帝元嘉年间，改为实土县。⑴治所在今江苏江阴市西璜土东侧。⑵属南东海郡。梁敬帝时属江阴郡。隋开皇九年（589）平陈废。⑶
⑴南朝梁·沈约：《宋书》卷35《州郡一》：“晋元帝初，割吴郡海虞县之北境为东海郡，立郯、朐、利城三县（北京，中华书局，1974年，王仲荦等校点本，4册，1040页）
又：“利城令，汉旧名。晋江左侨立。宋文帝世，与郡俱为实土。”（同上，1039页）
因无具体年份，暂以元嘉元年（424）为改作实土县的年份。
⑵嘉靖《江阴县志》卷2《提封记第二上·古迹》：“废利城县治在县西五十里。晋元帝即海虞县北境立利城县，以占流徙。宋元嘉中，迁利城于武进之利浦。《寰宇记》云在奉国寺南，战国时筑城，名若溪，历迁改不常。今良信乡有利城镇，疑即县治所在。”（上海书店，《天一阁藏明代方志丛刊》本，13册）
道光《江阴县志》卷首《利城镇图》中有利城桥，在黄土街东侧，疑即利城县治所在地。黄土街即今《江苏省地图集》（1978年，内部出版，第31页）江阴县西璜土。
