东晋义熙九年（413年）置，属义安郡1。治所相当今福建诏安县东北之梅州2。宋因之，齐为义安郡治，梁、陈复属义安郡3。隋开皇十二年（592年）省入龙溪县4。

1，《宋书》卷38·州郡四·广州·义安郡：“晋安帝义熙九年，分东官立。领县五。”首县“海阳”，次县“绥安令，何志与郡俱立。晋地记故属东官。”（北京，中华书局，1974年，4册，1199页）。
2，《读史方舆纪要》卷99·福建五·漳州府·漳浦县：“绥安城，县西南百里。晋义熙九年置，属义安郡。宋因之。齐尝为义安郡治。梁陈复旧。隋开皇十二年，并绥安入龙溪县。义安郡即潮州也。”（北京，中华书局，1955年，5册，4122页）。按：清漳浦县“西南百里”，相当今福建诏安县境。《嘉庆一统志》卷429·漳州府·古迹：绥安故城“旧志，在今（漳浦）县西南百里。”又，关隘：“云霄镇，在漳浦县西南六十里。”建置沿革·诏安县：“晋为绥安县地。”（《四部丛刊续编》，商务印书馆，1934年，157册）。据此，绥安以漳浦县“西南百里”，定点于今福建云霄县西南、诏安县东北之梅州。
未刊本《福建省志·自然地理志》附录·建置沿革及考证·漳州府：“漳浦本绥安县，治今云霄县北西林村。”与《纪要》《一统志》记载里数不合，不知何据，不从。
