五代晋天福四年（939年）置，属秀州。北宋因之。南宋庆元元年（1195年）属嘉兴府。①治所即今浙江桐乡市西南崇福镇。②元元贞元年（1295年）升为州。③
①《太平寰宇记》卷95秀州：“本苏州嘉兴县地。晋天福四年於此置秀州，从两浙钱元瓘之所请也。仍割嘉兴、海盐、华亭三县，并置崇德县以属焉。”崇德县：“置州之时，析嘉兴县之崇德等九乡於义和市置县，以乡为县名。”（光绪金陵书局本）《宋史》卷88《地理志四》：嘉兴府领崇德县。（第7册，2177页）《宋史》卷88《地理志四》：嘉兴府：“本秀州，军事。……庆元元年，以孝宗所生之地，升府。”（第7册，2177页）
②《清嘉庆一统志》102册，卷287《嘉兴府一·古迹》：“义和市，今石门县治。《寰宇记》：崇德县在秀州西南八十里。……本朝康熙元年，以县名同太宗年号，改名石门，以县有石门镇也。”1914年1月石门县改名崇德县（崇福镇）。内政部编《中华民国行政区划简表》（16页，商务印书馆，1947年）。1958年11月撤销崇德县，地并入桐乡县。（《中华人民共和国行政区划（1949——1999）》，675页，中国社会出版社，1998年）今为崇福镇。
