乾元元年，以忻城郡更名1。领忻城，富川，平西，乐光，乐艳，多云，思龙。等县。州治忻城县，治所即今广西忻城县。辖境相当今广西忻城县中西部地区和宜山县南部地区2。宋开宝四年（971年）平岭南，改置芝忻羁縻州，属宜州都督府3。

1，《旧唐书》卷41?地理4?安南都督府?芝州：“土地与交州同。唐置芝州，失起置年月。天宝元年改为忻城郡，乾元元年复为芝州。领县一：忻城，州所治。”（中华书局，1975年，5册，1751页）。作唐贞观十二年置。
《唐书》卷43上?地理7上?岭南道?芝州忻城郡：“唐置。县七：忻城，富川，平西，乐光，乐艳，多云，思龙。”（中华书局，1975年，5册，1115页）。
2，据所领县故址及其后政区变迁和《一统志》广西各县沿革，并参考光绪《广西舆地图》，辖境相当今广西忻城县中西部地区和宜山县南部地区。
3，《太平寰宇记》卷168?岭南道12?宜州管羁縻十二州。芝忻州羁縻州下云：“在宜州南八十里，土地与交州同。领县五：忻城；平西，南二十里；富录，北三十里；思龙，东二十五里；多灵，东二十三里。”（金陵书局，光绪八年刊本，30册）。
《舆地纪胜》卷122?宜州：“五代时，初为马氏所有，至后周时岭南之地尽归南汉（《通鉴》后周太祖广顺元年）。皇朝平岭南，地归版图（开宝四年），…管五砦羁縻州十有八。”（北京，中华书局，4册，3515页）。作宋开宝四年改属宜州都督府芝忻羁縻州。",
