梁天监元年（502年）置（1）。郡治电白县，治所即今广东省高州县东北旧城村。辖境相当今广东省茂名县和高州县南部地区（2）。隋开皇十年（590年）郡废，县属高州（3）。

（1），《隋书》卷31?地理下：“高凉郡，梁置高州。统县九：高凉；连江，梁置连江郡。平陈，郡废。梁又置梁封县，开皇十八年改为义封。梁又置南巴郡。平陈，郡废为南巴县。大业初二县并废入。电白，梁置电白郡。平陈，郡废。又有海昌郡废入焉。”（北京，中华书局，1973年，3册，883页）。作梁天监元年置电白郡，并置电白.县为郡治。
