武帝元封元年（前110年）置（1）。领徐闻，高凉，临允，朱卢，合浦，临允等县。郡治合浦县，治所即今广西浦北县南旧州村。辖境主体在广西，其广东部分北界为高明、云浮、罗定、信宜诸县的南界，东界以台山县西界为界，并横贯鹤山县中部，西界广西十万大山及今国界，南界包括雷州半岛（2）。王莽天凤元年（14年），更名桓合郡（3）。

（1），《汉书》卷6?武帝纪：元鼎六年冬十月平西羌。“春，至汲新中乡，得吕嘉首，以为获嘉县。驰义侯遗兵未及下，上便令征西南夷，平之。遂定越地，以为南海、苍梧、郁林、合浦、交址、九真、日南、珠崖、儋耳郡。”（北京，中华书局，1964年，1册，188页）。按：武帝元鼎六年开岭南，废秦桂林、象郡，改置苍梧，郁林，合浦等郡。
《汉书》卷28上?地理志?合浦郡：“武帝元鼎六年开。莽曰桓合。属交州。”“县五：徐闻，高凉，临允，朱卢，合浦。”（北京，中华书局，1962年，6册，1594页）。
