梁大同四年（538年），移治新兴县，博林县改属高要郡（1）。领领南兴、临允、新兴、博林、甘东、单牒、威平、永城等县。郡治新兴县，治所即今广东省新兴县。辖境相当今广东新兴县、开平县和云浮县东部、鹤山县西部、阳春县北部地区（2）。隋开皇十一年（591年），郡废入端州（3）。

（1），《元和郡县图志》卷34?岭南道1?端州，高要：“本秦南海郡地，汉武帝置苍梧郡，则为苍梧郡之高要县也，梁大同中，于此立高要郡。隋开皇十一年置端州，大业三年罢为信安郡，武德四年平萧铣，五年重置端州。”（北京，中华书局，1983年，下册，896页）。‘梁大同中，于此立高要郡’。《陈书》卷1?高祖上：‘大同初’，高祖陈霸先随新喻侯萧暎镇广州，寻监西江督护、高要郡守。（北京，中华书局，1972年，1册，2页）。《资治通鉴》卷158?梁武帝大同八年十二月，“周文育等帅子雄之众攻广州，欲杀映、谘，为子雄复仇。西江督护、高要太守吴兴陈霸先帅精甲三千救之。”（北京，中华书局，1956年，11册，4913页）。据此，高要郡之设，在梁大同八年以前的大同初即已存在。今作梁大同四年置高要郡，其时，移新宁郡治新兴县，博林县即改属高要郡。《旧唐书》、《寰宇记》作陈置高要郡，与《陈书》、《通鉴》不合，不从。
（2），据所领县故址及其后政区变迁和《一统志》广东各县沿革，辖境相当今广东新兴县、开平县和云浮县东部、鹤山县西部、阳春县北部地区。
（3），《元和郡县图志》卷34?岭南道?端州?平兴县：“西北至州八十里。本汉高要县地，晋末分置平兴县，属新宁郡。隋开皇十二年罢郡，属端州。”（北京，中华书局，1983年，下册，896页）。",
