东晋永和七年（351年），析苍梧郡置（1）。领元溪、端溪、晋化、都城、思安、封兴、荡康、侨宁、高要等县。郡治元溪县，治所即今广东省德庆县东播植镇。辖境相当今广东省封开县（南部）、德庆县、高要县、云浮县、郁南县、罗定县、信宜县境域（2）。元熙二年（420年），迁郡治龙乡县（3）。

（1），《宋书》卷38：“晋康太守，晋穆帝永和七年分苍梧立，治元溪。《永初郡国》治龙乡。何志无复龙乡县，当是晋末立，元嘉二十年前，以龙乡并端溪也。《永初郡国》又有封兴、荡康、思安、辽安、开平县。何志无辽安、开平二县，余与《永初郡国》同。封兴、荡康、思安、辽安、开平，应是晋末立，元嘉二十年前省。今领县十四：端溪、晋化、都城、乐城、宾江、说城、元溪、夫阮、侨宁、安遂、永始、武定、文招、熙宁。”（北京，中华书局，1974年，4册，1191页）。今作晋永和七年置晋康郡时，治元溪县；晋元熙二年晋康郡移治龙乡；宋元嘉十年龙乡县废入端溪县，晋康郡移治端溪。高要县，《晋书》属苍梧郡，其在晋康郡所领诸县之东，故作永和七年析苍梧郡置晋康郡时，析高要县属晋康郡。
