齐建元元年（479年），迁治始昌县（1）。领始昌，乐山等县。郡治始昌县，治所即今广东省四会县北龙江镇。辖境相当今广东省四会县东北部地区和三水县西北部地区（2）。隋开皇十年（590年），废入广州（3）。

（1），《南齐书》卷14?州郡志上?广州?乐昌郡：“始昌，乐山，宋元，义立，安乐”。（北京，中华书局，1972年，1册，265页）。无乐昌县，作齐高帝建元元年移郡治始昌，以乐昌县并入。
《读史方舆纪要》卷101?肇庆府?高要县?乐昌废县：“在县北。刘宋置县，为乐昌郡治。齐移郡治始昌，以乐昌县并入。隋郡废，又并始昌等县入四会县。…”（北京，中华书局，1955年，5册，4201页）。作齐建元元年（479年），迁治始昌县。

（3），《隋书》卷31?地理下南海郡：“四会：旧置绥建郡，又有乐昌郡。平陈，二郡废。大业初又并始昌县入焉。”（北京，中华书局，1973年，3册，880-881页）。",
