隋大业十四（618年）年，迁治高坡（1）。领义伦、昌化、感恩、毗善四县。州治义伦县，治所即今海南省儋县西北中和镇。辖境相当今海南省儋县（和庆、兰洋、南丰地区除外）、白沙县、昌江县、东方县和临高县东英、波莲以西地区（2）。唐武德五年（622年），改为儋州（3）。

（1），《嘉庆一统志》卷452?琼州府?古迹：儋耳故郡：“在儋州西。通志，故州治在今州西三十里高麻都湳滩浦，隋末迁高坡，即今治。”（《四部丛刊续编》，商务印书馆，1934年，170册）。作隋末大业十四年迁治高坡。
（2），据所领新旧县治故址，并参考宣统元年《广东舆地全图》，辖境相当今海南省儋县（和庆、兰洋、南丰地区除外）、白沙县、昌江县、东方县和临高县东英、波莲以西地区。
（3），《旧唐书》卷41?岭南道?儋州：“隋儋耳郡。武德五年置儋州，领义伦、昌化、感恩、富罗四县。贞观元年分昌化置普安。天宝元年改为昌化郡，乾元元年复为儋州。”义伦县：“本汉儋耳郡城，即此县，隋为义伦县，州所治也。”（北京，中华书局，1975年，5册，1762页）。",
