唐武德四年（621年）置（1）。领铜陵、富林二县。州治铜陵县，治所即今广东省阳春县北潭龙村。辖境相当今广东省云浮县大云雾山以南地区和阳春县东北部地区（2）。武德五年（622年）州废，县改属春州（3）。

（1），《旧唐书》卷41?岭南道?勤州：“隋信安郡之高粱县地。武德四年，置勤州，隶南康州总管。九年（按：据《唐书》、《太平寰宇记》当为五年），改隶广州，其年废，县属春州。后置勤州，以铜陵来属。仍析置富林县。领县三：富林，州所治，析铜陵置。铜陵，汉临允县地，属合浦郡。宋立泷潭县。隋改为铜陵。”罗水县：“天宝后置。”（北京，中华书局，1975年，5册，1724页）。
《唐书》卷43上?地理7：“勤州云浮郡，本铜陵郡，武德四年析春州置，五年州废。万岁通天二年复置，长安中复废。开元十八年…复置州，治富林洞，因以为县。乾元元年徙治铜陵。县二：铜陵，本隶端州，武德五年隶春州，后来属。富林，武德四年析铜陵置，州废，隶春州，后县亦废，乾元元年复置。”（北京，中华书局，1975年，4册，1099页）。
