唐武德四年（621年），于洊安置齐州（1）。领洊安、宣乐、宋昌三县。州治洊安县，治所即今广西怀集县西北兰锺镇。辖境相当今广西怀集县冷水、连麦、永固一线以西以北地区（2）。贞观元年（627年）州废，宣乐、宋昌二县省入洊安，改属南绥州（3）。

（1），《旧唐书》卷41?岭南道?广州中都督府?洊水：“汉封阳县，属苍梧郡。南齐改为洊安。武德四年，于县置齐州，领洊安、宣乐、宋昌三县。贞观元年，省齐州及宣乐、宋昌二县，以洊安属绥州。八年，改绥州为浈州，县仍属。十三年，浈州废，属宾州。至德二年九月，改为洊水也。”（北京，中华书局，1975年，5册，1713页）。
