唐乾元元年（758年），以恩平郡更名，属岭南道（1）。领恩平，杜陵，阳江三县。州治恩平县，治所即今广东省恩平县北恩平铺。辖境相当今广东省阳江市、恩平县、阳西县境域（2）。大顺二年（891年）移州治阳江县（3）。

（1），《旧唐书》卷41?岭南道?恩州：“隋高凉郡。武德四年，平萧铣置高州都督府，管高、春、罗、辩、雷、崖、儋、新八州。七年，割雷、崖、儋、新属广州。贞观二十三年，废高州都督府，置恩州。天宝元年，改为恩平郡。乾元元年，复为恩州。”领县三：“恩平，州治所，汉合浦郡也，隋置海安县，武德五年改为齐安，至德二年九月改为恩平也；杜陵，隋杜原县，武德五年改为杜陵也；阳江，隋置县也。”（北京，中华书局，1975年，5册，1720-1721页）。
（2），据所领县治故址并参考宣统元年《广东舆地全图》，辖境相当今广东省阳江市、恩平县、阳西县境域。
（3），《太平寰宇记》卷158?恩州?阳江县：“废恩平县，东一百五十里。旧九乡。汉合浦郡地。隋置海安县，唐武德五年改为齐安县，至德二年改为恩平。去海五十里。旧为州理。…皇朝开宝六年废入阳江。”（金陵书局，光绪八年刊本，28册。）《嘉庆一统志》卷448?肇庆府?建置沿革?恩平县：“贞观二十三年于县置恩州，天宝初曰恩平郡，至德二载改县曰恩平，乾元初复曰恩州。大顺二年移州治阳江，以恩平县属焉。五代因之，宋开宝五年省县入阳江。”（《四部丛刊续编》，商务印书馆，1934年，167册）。",
