南宋景定元年（1260年）怀宁县移治宜城，即今安徽安庆市治。复为安庆府治①。元至元十四年（1277年）改安庆府为安庆路。②。
①《宋史》卷88《地理志四》：“安庆府，本舒州，……庆元元年以宁宗潜邸，升为府。端平三年，移治罗刹洲，又移杨槎洲。景定元年，改筑宜城。”（第7册，2184页）民国《怀宁县志》卷1《四境沿革考》：“怀宁治自晋迄宋皆在今潜山。《南畿志》：县本随府迁于宜城，即今治。《府志》：嘉定间，自潜移县皖口。景定间始迁附郭。”景定元年（1260年）怀宁县移治宜城，即今安庆市治。《清嘉庆一统志》36册，卷109《安庆府一城池》：“安庆府城，……宋景定元年筑。”
②《元史》卷59《地理志二》：“”安庆路，下。唐为东安州，又改舒州，又改同安郡，又复为舒州。宋为安庆府。元至元十三年，立安抚司。十四年改安庆路总管府，属蕲黄宣慰司。二十三年罢宣慰司，直隶行省。……县六：怀宁、宿松、望江、太湖、桐城、潜山。至治三年初立。”（第5册，1413页）按潜山县分自怀宁，故路、府界前后不变。",
