南朝陈太建十年（578年）废原属南徐州的南琅邪南彭城郡，置建兴郡，改属扬州①，扬州辖境扩大。太平元年（556年）罢东扬州。②地还属扬州，扬州辖地扩大。
①按建兴郡为南琅邪、南彭城双头郡改置，《陈书》卷5《宣帝纪》：太建十年（578年），“罢义州及（南）琅邪、彭城二郡，立建兴（郡），领建安、同夏、乌山、江乘、临沂、湖熟等六县，属扬州。”（北京，中华书局，1972年，1册，93页）
