宋太平兴国三年（978年），润州和常州改隶两浙东北路1。治升州，领升州、宣州、歙州、江州、池州、饶州、信州、太平州、广德军（太平兴国四年置）2。太平兴国七年（982年）割江州和江南西路洪州地置南康军，辖境扩大。至道三年（997年），与江南西路合并为江南路3。

1，润州和常州，据《宋史·地理志一》，在开宝八年已和升州等共一十九州入宋版图，其时苏南大部及浙江仍未入宋。宋太平兴国元年（976年）置江南东路时，升州东侧的润州和常州理当归属江南东路，但不见记载，今以地理形势判断，姑作暂时隶属江南东路。太平兴国三年改始属新置的两浙东北路。
《元丰九域志》卷5·两浙路：“州一十四。”杭州、越州、苏州、润州、湖州、婺州、明州、常州、温州、台州、处州、衢州、睦州、秀州。（北京，中华书局，1984年，207-220页）。
2，《元丰九域志》卷6·江南路：“太平兴国元年分东西路，后并一路。天禧二年（按：当为四年。《宋史》卷8·真宗本纪·天禧四年夏四月：“庚寅，分江南转运使为东西路。”）复分二路。东路：府一，州七，军二。”江宁府，开宝八年为升州，天禧二年改为江宁府；宣州；歙州；江州；池州；饶州；信州；太平州；南康军（太平兴国七年置）；广德军（太平兴国四年置）。（北京，中华书局，1984年，239-248页）。
