唐武德八年（625年）改东楚州为楚州，废西楚州，以盱眙县改隶楚州，楚州治山阳县（江苏淮安市），领山阳、盐城、盱眙、安宜四县，乾封二年（667年）分山阳县置淮阴县，州领五县，属淮南道（1）。总章元年（668年）以涟水县隶楚州。天宝元年（742年）更名为淮阴郡，乾元元年（758年），复为楚州（2）。
注：
（1）《旧唐书》卷40《地理志三》：淮南道楚州，“隋江都郡之山阳县，武德四年，臧君相归附，立为东楚州，领山阳、安宜、盐城三县。八年，废西楚州，以盱眙来属，仍去东字。”盐城县，隋末，“于此置射州，立射阳、安乐、新安三县。武德四年归国，因而不改，七年，废射州及三县，置盐城县于废射州，仍属楚州。”宝应县，：“武德四年，置仓州，领安宜一县。七年，州废，县属楚州。”盱眙县，武德八年，“废西楚州，以盱眙来属。”宝应县，武德四年为安宜县，七年，属楚州，“肃宗上元三年建巳月，于此县得定宝十三枚，因改元宝应，仍改安宜为宝应。”淮阴县，“乾封二年，分山阳县置于旧县。”（北京，中华书局，1975年，5册，1573页）按上引文所云“楚州”，皆脱一“东”字。《新唐书》卷41《地理志五》同（北京，中华书局，1975年，4册，1052页）
