开元二十三年（735年）州治移治临淮县（安徽盱眙县治西北）（1）。天宝元年（742年）改为临淮郡。乾元元年（758年）复为泗州。
注：
（4）《旧唐书》卷38《地理志一》：“泗州，中。隋下邳郡。武德四年置泗州，领宿预、徐城、淮阳三县。贞观元年省淮阳县入宿预，以废邳州之下邳，废连州之涟水来属。八年又以废仁州之虹县来属。总章元年割海州沭阳来属。咸亨五年沭阳还海州。长安四年置临淮县。开元二十三年自宿预移治所於临淮。天宝元年改为临淮郡。乾元元年复为泗州。旧领县五：宿预、涟水、徐城、虹、下邳。天宝领县六（按：当指开元二十三年新置之临淮县）……今领县三：临淮、涟水、徐城。其虹县割隶宿州，宿预、下邳隶徐州。临淮，长安四年割徐城南界两乡於沙熟淮口置临淮县。开元二十三年移治郭下。涟水，隋县。武德四年置涟州，仍分置金城县。贞观元年废涟州，并省金城县，以县属泗州。总章元年改为楚州。咸亨五年还属泗州。徐城，汉徐县。隋为徐城县，属泗州，治大徐城。开元二十五年移就临淮县。”（第4册1444页）",
