唐天宝元年（742）改锦州置。治卢阳县（今湖南麻阳苗族自治县西锦和西四里处）。辖卢阳、招谕、渭阳、常丰、洛浦4县。乾元元年（758）改为锦州。⑴
按：锦州的管辖区域，已不见具体的记载。卢阳县治所，已如前述。招谕县治所在今麻阳苗族自治县驻地高村镇东北栗坪乡招谕；渭阳县治所在今凤凰县西凤凰山；常丰县治所在今贵州铜仁县治南。由此可见当时锦州的大致范围。
南界：
东段当是卢阳县南界。据《元和郡县图志》卷30《江南道六》：“晃山，在县南一百里。”（北京，中华书局，下册，749页）今麻阳苗族自治县西南有西晃山（《湖南省地图册》，57页），当即晃山一部分。因此，南界当在今麻阳苗族自治县南界一线。西段当是常丰县（万安县）南界，因已在今贵州境内，待详考。
东界：
南段当是卢阳县东界。北段当是招谕县东界。因本时期另有麻阳阳，治所在今湖南麻阳苗族自治县驻地高村镇东旧县一带，因此，此段界线当在今招谕与旧县两地之间。由此向北，约沿今凤凰县东北界。
北界：
渭阳县治所在凤凰县西凤凰山，即今县西黄丝桥古城一带。现暂作渭阳县辖境与凤凰县辖境相近，以凤凰县北界作渭阳县北界，即本阶段的锦州北界。
西界：
已在今贵州省境内，待考。
